7 trustees typically living within the river conservancy district are appointed by the County Board Chairman and by majority vote of the County Board. One commissioner is appointed every year for a five year term such that commissioners serve staggered five year terms beginning and ending in July. The trustees shall elect one of their number as president and may elect one of their number as secretary.
