The HCV program awards vouchers to public housing authorities to serve persons with disabilities. Vouchers must be used to assist non-elderly persons with disabilities and their families; who are transitioning out of institutional and other segregated settings, at serious risk of institutionalization homeless or at risk of becoming homeless Non-elderly person with disabilities must be 18 years of age and younger than 62 years of age.
