There is a furnace on the market that does that, it is a 98% efficient modulating furnace. Because this is relatively newer technology, most people do not have one. Design conditions for furnaces vary based on geographic areas. In our region we size equipment to heat a house to 70°F when it is -1°F outside. Many installers sell oversized equipment on faulty information that it will keep the home more comfortable. If your furnace cycles more than 4-5 times per hour it is probably oversized. This will result in higher gas bills, excessive wear on the equipment and most importantly a very uncomfortable and unevenly heated home.
